The Safe Driver Challenge is designed to raise awareness about the serious and potentially fatal consequences of unsafe driving within sheriff’s offices. Created in response to a rise in at-fault and preventable crashes, the initiative focuses on addressing the root causes of these incidents—unsafe speeds, distracted driving, tailgating and improper backing.

Thanks to the success of the Safe Driver Challenge and other safety initiatives, FSRMF has seen a 6.8% reduction in at-fault claims from 2022-2023 to 2023-2024, highlighting the positive impact of prioritizing safety on the road.

About the 2025 Safe Driver Challenge

To be eligible for the Safe Drivers Challenge, deputies must have no at-fault crashes during the period challenge, must spend at least 51% of on-duty time operating a sheriff’s office vehicle and have no administered discipline during this period.

FSRMF Safe Driver Challenge Rules and Eligibility Criteria

  1. The employing Sheriff must continuously be a Member of the FSRMF’s Sheriff’s Automobile Risk Program (SHARP) from 10/1/24 – 9/30/25 (the “Challenge Period”).
  2. Before any employee may be eligible to participate, each employing Sheriff must enroll his/her agency in the Challenge and comply with the reporting requirements and other obligations of participating Enrolled Sheriffs.
  3. Eligible Employees: Certified deputies or certified corrections officers who spend 51% or more of their on-duty time during the Challenge Period operating their assigned vehicle. Further employee eligibility requirements include:
    • Employee must have had a continuously valid state-issued driver’s license during the Challenge Period;
    • Employee must have been continuously employed by the same agency throughout the Challenge Period;
    • Employee must have been assigned to a position requiring 51% or more of on-duty time in their assigned vehicle for at least 11 months of the 12-month Challenge Period;
    • Employee must not have been the subject of any sustained agency disciplinary action for incidents occurring during the Challenge Period; and
    • Employee must have no (0) At-Fault Preventable Crashes/Events during the Challenge Period.
  4. At-Fault Preventable Crashes/Events are defined to mean a vehicle crash in which an Enrolled Sheriff’s employee negligently or wrongfully, through action or inaction, caused or contributed to the crash, even if the employee’s fault was less than another person’s fault. Intentional collisions, such as Precision Intervention Techniques or Tactical Parks, and Vehicle Pursuits, if done correctly and within agency policy, shall not count as an At-Fault Preventable Crash/Event. The FSRMF has the final and exclusive right to determine whether a crash is or is not an At-Fault Preventable Crash/Event.
  5. For their employees to be eligible, Enrolled Sheriffs must, by November 1, 2024, submit to the FSRMF the full names of employees that they believe meet the criteria for Eligible Employees. All Enrolled Sheriffs must timely report ALL VEHICULAR CRASHES to the FSRMF throughout the Challenge Period, including those involving (1) vehicles not subject to SHARP Physical Damage Coverage and (2) damage to vehicles that is less than the SHARP Physical Damage Coverage deductible amount.
  6. The FSRMF has the final and exclusive right to determine whether a person is an Eligible Employee of an Enrolled Sheriff.
  7. Before December 5, 2025, the FSRMF will conduct a Preliminary Eligibility Review of all employees submitted by each Enrolled Sheriff, primarily to verify no At-Fault Preventable Crashes/Events occurred during the Challenge Period.
  8. On December 5, 2025, the FSRMF, at the FSRMF’s office, will conduct a blind, random Preliminary Drawing of three (3) names out of the pool of all Eligible Employees. The first name drawn shall be considered the Third Finalist. The second name drawn shall be considered the Second Finalist. The third name drawn shall be considered the First Finalist.
  9. Before December 12, 2025, the FSRMF will conduct a Final Eligibility Review of the eligibility of the three (3) Finalists. If any of the Finalists are determined to be ineligible, a Second Preliminary Drawing will occur on December 12, 2025, to replace the ineligible Finalist(s).
  10. Before December 17, 2025, the FSRMF shall conduct a final verification of the eligibility of the Finalists.
  11. The Final Drawing will be held at the 2026 FSA Winter Conference (location TBD). There shall be a blind, random Final Drawing from among the three Finalists. The first name drawn shall be the Third Place Winner. The second name drawn shall be the Second Place Winner. The last name drawn shall be the First Place Winner. The date and hour and room location of the drawing will be published on the FSRMF’s website, https://fsrmf.org, by January 9, 2026.
  12. The FSRMF will provide each Finalist one night’s lodging and per diem expenses at or near the 2026 FSA Winter Conference venue if they wish to attend the Final Drawing in person. The date of the drawing will be set in coordination with the FSA.
  13. Additionally, there will be a $1,000 Cash Prize for one insured driver at each of the remaining SHARP members outside of the agencies with the 1st, 2nd and 3rd place winners. Those drivers will be selected by blind draw the week prior to and announced at the 2026 FSA Winter Conference. Following verification with the SHARP member agency, the winners will be notified. All winners will be announced on FSRMF.org/safedriver.
  14. The FSRMF has the final and exclusive right to decide all issues pertaining to the application and interpretation of Challenge Rules and the manner of the Drawings. Participation in this Challenge does not give rise to any rights or causes of action. This Challenge is meant to be a fun way to encourage our Covered Members to drive safer and give those who do a chance to win some amazing prizes. It is not intended to create litigation. The Florida Sheriffs Risk Management Fund (FSRMF) is located at 2750 Chancellorsville Drive, Tallahassee, Florida. The Final Drawing will be held at the 2026 FSA Winter Conference, date and location to be announced.  In the event the FSA 2026 Winter Conference is cancelled, the final drawing will be held at the FSRMF’s office at a date and time published on its website. The sources of the funds for the prizes are from FSRMF operating funds.
